Judicial responsibilities and why Darrell is a good fit:

The County Judge is the Head Budget Official for the County

  

  

  1. Darrell is the owner of DCM Development LLC., a construction company specializing in residential, commercial and agricultural metal buildings. Darrell has multiple projects a year that all require budgets developed to maximize the use of a customer's allotted amount for the project versus the stated wants, needs and goals of the customer for their build. Darrell has managed those customer expectations and buying power while maintaining an acceptable profit margin to remain a leading builder in Navarro and surrounding counties for the last fifteen plus years 
  2. During his 24 years at the Corsicana Fire Department, Darrell served in several positions such as Training Officer, Special Operations Chief and Shift Commander that all required him to develop budgeted needs for those areas. Darrell always conducted a great deal of research to find the best product or service for the money so that every budgeted dollar could be used to its fullest. In 2007 Darrell was tasked with creating a budget and design plan for a new fire training facility. This was a nearly year-long project where he explored multiple options to design a facility that met all the department’s stated goals, while staying within the amount allocated for the project. 
  3. Since joining the Navarro County Office of Emergency Management in 2015, Darrell has worked alongside fellow Emergency Management officials to develop that office’s annual budget. In 2016 Darrell took on the task of creating a larger operations level component of the Office of Emergency Management. Darrell compared the desired equipment and training for that expansion versus the practical funds that could be allocated and developed a budget that he presented to the Navarro County Commissioners Court. As a result, the Office of Emergency Management received approval for purchases such as a water rescue boat and hazardous material monitoring equipment that has greatly increased the department’s capabilities. In 2023 Darrell was part of a two-person team that traveled to the Faber Specialty Vehicles factory in Columbus Ohio to finalize the design of the Office of Emergency Management and Navarro County Sherriff’s Office mobile command unit. The team worked with Faber representatives to design a state-of-the art mobile command center while staying within the fiscal parameters of the grant that was procured to fund the project. 


   

In short, Darrell has a great deal of budget experience in both the private and government sector, where he has always taken the time to do the extra research and due diligence to determine critical needs, analyze desired outcomes, and develop a budget plan that maximizes customer or taxpayer funds to the fullest.

The County Judge has Judicial Powers in the County’s Constitutional County Court

  

  1. The Constitutional Court of the County hears cases such as class A and B misdemeanors, probation of wills, conservatorships, and mental health cases among others. 
  2. The judge in a Constitutional County Court is not required to be a licensed attorney. 
  3. Upon election, a County Judge must complete 30 hours of training in specific judicial areas during the first 12 months in office, 8 hours of training in the first 90 days if the judge performs magistrate duties (such as setting bail), and 16 hours of continuing education every year following. This training is required whether the Judge is a licensed attorney or not. 
  4. While exact figures are hard to obtain, because it is not a required reporting issue, it is estimated that 65-85% of Texas County Judges are not licensed attorneys. 
  5. Darrell made the decision to run for Navarro County Judge in August of 2023. Since that time, he has dedicated his time to researching all the requirements to perform the judicial duties in a Constitutional County Court. He has identified the required 30 hours of training he must have during the first 12 months and has done extensive research into what those classes involve. While those classes are not required before beginning the role of County Judge, he plans to attend those classes if he is successful in the election BEFORE taking office, which is allowed in Texas. 
  6. In his 34 years as a public servant, Darrell has shown that he is respectful of all citizens, treats everyone fairly and without prejudice. He believes in the rule of law and believes it pertains to everyone equally. 
  7. Darrell will be ready to perform his judicial duties, as well as all other duties, immediately upon taking office. 

The Navarro County Judge serves as a leader in County Government

  

  1. With 34 plus years in public service, Darrell has proven himself as an effective leader. Rising through the ranks in the fire service, Darrell chose to attend classes on various leadership styles and methods. He worked hard to be a leader who was knowledgeable in his field, respectful of those he supervised and who supervised him, and mindful of the service the public expected. While at the Fire Department he was entrusted to serve on the Corsicana Firefighters Retirement Board for 12 years, serving 9 of those years as chairman. He was asked to serve as Training Officer by the Chief of the department. In 1998 He was asked to serve on a committee with other city leaders to select a new Fire Chief. After his retirement he was asked by the City Manager to serve again in 2018 to help select another new Fire Chief. 
  2. In his position as Assistant Emergency Management Coordinator for Navarro County, Darrell has worked alongside many elected officials including County Commissioners and the current County Judge during various large county incidents. He has been deeply involved working with the various Volunteer Fire Departments throughout the county serving in various positions from Incident Command, providing logistical support during large incidents, serving as a liaison between local and State or Federal resources, or deploying as a special operations asset from the County to incidents such as water rescue or hazardous materials response. He has also often worked closely with our Sheriff’s Department, providing resources such as a drone when looking for lost or wanted individuals, providing additional support for accident response during severe weather such as snow and icing, doing damage assessments during severe weather such as tornadoes or straight-line winds and providing logistical support such as setting up our mobile command unit for special operations. 
  3. Darrell has shown that he has the ability and skills to work well with other City and County leaders. He has experience and is comfortable working with State and Federal officials, as well.  Darrell has developed a leadership style that is based on mutual respect and level headedness. He sets definable, realistic and obtainable goals, provides individuals the necessary tools to accomplish those goals, and then holds them accountable for their outcome. And most importantly, he believes in leading by example. He understands that you cannot expect others to perform at a high level if you in turn don’t demand that from yourself. 
  4. Darrell will be a full time County Judge. This is not a part time position and he has no desire to use this as a stepping stone to higher political positions. He has dedicated himself for the last 34 years to providing a high level of service to Navarro County and wants to continue that as County Judge. 

The County Judge is the head Emergency Management Official for the County

 

  1. With 24 years of experience at Corsicana Fire Department, Darrell received countless hours of training and real-world experience in Emergency Management. Darrell was assigned and developed various annexes for the City’s Emergency Action Plan. Darrell received many training hours, that included multi-county tabletop exercises, that focused on planning, response and recovery from large scale incidents. Darrell was selected to attend several high-level Department of Homeland Security hands on training courses such as response to weapons of mass destruction involving chemical agents, response to incidents involving radiological and nuclear agents, and response and recovery of incidents involving explosives. On two occasions he was selected to attend training at the Train Technology Test Center in Colorado for courses on train derailments and train emergencies involving crude oil spills and fires. He attended the National Fire Academy in Emmittsburg Maryland, focusing on leadership development and becoming an affective fire service training official. Darrell worked to obtain the highest level of hazardous materials Response Technician offered by the Texas Fire Commission and he also rose through every level of fire certification available through the Commission up to the Master Firefighter Level. 
  2. As a member of Texas Task Force 1 (a state and federal emergency urban search and rescue and emergency response team), Darrell has responded to many large-scale disaster incidents throughout Texas and the United States. He has worked with local, state and federal officials and witnessed first-hand the devastation that communities face when they do not have officials that are trained and capable of dealing with these large-scale incidents. He has also seen the opposite, were properly trained and experienced officials have the knowledge to quickly request proper resources for response and know the required steps for requesting state and federal assistance for recovery operations that lessens the traumatic affects their citizens face.
  3. As Assistant Emergency Management Coordinator for Navarro County since 2015, Darrell has a great deal of knowledge with Navarro County’s Emergency Action Plan. He has worked along side other emergency management and County officials during large scale incidents in Navarro County. He often is the County’s liaison working with outside resources such as Texas Task Force 1 boat crews during large scale flooding (like we experienced in 2015), the Texas Forestry Service during times of severe wildland fire outbreaks or working with the Texas Department of Emergency Management and FEMA officials during mitigation and recovery efforts that result from these disasters.
